You can't current jump over your own fish either.
In some ways, jumping over an enemy fish makes sense. A fish tank is a 3d battlefield, after all. However, the game itself is 2d, and jumping over enemy fish could create some strategy problems.
I don't know whether or not you should be allowed to travel through the enemy's fish, but you should be able to travel through your own.
Perhaps make it possible to jump over units, but make it cost an extra MP? As in, one for the square, one for the fish, and one for the square behind it?
As you can see in this example: http://img407.imageshack.us/img407/3719/13000395.png , Seahorse have 2 movement points left, but he canot jump over "Beta fish" and occupy the castle. Im my opinion, units with at least 2MP's, schould have jumping over ability.
