Scaffolding & First API Steps

Couple of things here:

• Changed the OutOfBounds error to use an enum and a usize instead of a string.
• Added an example of getting a configuration option from the command line and passing it to Rocket.
• Added three endpoints:
  • GET / - Simulation State
  • GET /beacon/execution-environments/{idx} - Get wasm and initial state for an execution environment
  • POST /beacon/execution-environments - Create a new execution environments
• Fixed Travis CI configuration.
