SOCAT export destination #1028

Export module for submitting data to SOCAT. This can wait until we're fully operational, which means waiting until atmospheric CO₂ is supported (#149).

We have a SOCAT export format that can be used with the manual upload dashboard. Now waiting until there's an API for uploads.
