QC of air and standards #138

The routines being implemented right now are run only on the ocean CO2 measurements. We should also be QCing air and standards for various things.

These will need separate sets of routines. Can we support multiple config files? How will that work with the framework we currently have? Note that the same will be required in SOCAT for the immediate and 2nd level QC tasks.

Multiple routine configs have been implemented.

We will need some changes to the stats pages (separate air/water stats)

Atmospheric values are being removed for the time being. QC of gas standards is being handled by other issues.
