Position on land #1457

An automatic QC check for position on land is desirable.

Jan Even Øie Nilsen at IMR is developing an algorithm for this using vector data which is much more accurate that what can be done with gridded data (needed for fjords).

The current PositionQCRoutine does some form of propagation to sensor values - see if we can reuse that.
