Version control of files #153

How will we store versions of user files (raw, processed etc) like what's done in SOCAT? Is this a requirement? Where will the versions go, given that we won't store them? In the Carbon Portal?

As things stand, the raw data will be stored in the Carbon Portal's archive. The final, post-QC version will too (we can store that in SOCAT export format). The Carbon Portal will assign digital IDs to this data set, which we may or may not need to store in order for the two versions to link up.

There's also the issue of version-controlling data sets as they're adjusted over time...
