Prepare export scripts for FOS export #1925

The obj-spec-uri at the carbon portal is different for a FOS-object. We need to implement the logic to differentiate between FOS and SOOP export. Currently all exports are SOOP.

Add new obj_spec for L1 and L2 to Export_CarbonPortal_main.py
Change dictionary structure from obj_spec[level] to obj_spec[platform_type][level]
Add platform_type info to platforms.toml

The old data object specs used for submission stay as they were, but are now to be used for mobile-station measurements (SOOP).
