Wind speed/direction + ship exhaust #240

If these are provided, it will be possible to flag when the wind is coming from a direction that is likely to contaminate atmospheric CO2 measurements.

More notes following a discussion with Meike Becker:

If ship speed is low, the angle range may not be enough as exhaust will drift in several directions. And if the ship is moving faster than the wind then the exhaust may have no influence at all. So we need wind speed too.

Where a ship doesn't have its own anemometer, using external wind data may not be viable near coastlines because the large-scale wind products might not be able to resolve the effect of topography on localised winds.
