Zoom tool disabled when it shouldn't be #2893

This is fCO2 for a PALOMA instrument. The 🖋️ should be disabled, the 🔍 should be enabled.

At the minute the whole control is disabled because we can't change tool mode (selection is not allowed), but we should keep the 🔍 enabled to show that it's active.
