SST and Salinity set flags for Underway Atm CO2 #2909

This is for Underway atm CO2. The SST and Salinity are used to calculate pH2O and correct the atm pressure to sea level, and thus are required for atmospheric CO2 and their flags are configured to cascade to the calculated values. Work out if there's an alternative approach we can use.
