Non-time-based measurements #2931

Argo and Cruise and Discrete Bottle samples can't reliably use timestamps as the 'basis' for ordering and identifying measurements to users. Work out how to handle these.

Possibilities = Station/Cast/Bottle, Time/Position/Depth etc.

NB This will clash with the Depth value asked for as part of general instrument information.

We also have to cope with the concept of replicate samples.

It may be required to combine data across measurement schemes, e.g. samples from niskin bottles along with data from the CTD profile.
