Nuka Arctica inconsistent columns #363

Nuka Arctica data has a special run type called SHUT DOWN, which does not contain the full set of columns. Need a way to handle this.

Also check GO TO SLEEP and WAKE UP

Needs handling from instrument definition onward.

All these Run Types are ignored. The column checker no longer checks these lines, since we aren't going to use them anyway.
