Accept external QC #599

Many stations have data that is QCed externally - e.g. Nuka Arctica's SST and Salinity are QCed by an external body before being loaded into the system.

We need to be able to accept those QC flags along with the data.

The external QC info may come a long time after the main data, so we need to be able to update data sets with it.
