Add fileconv executable in regression tests. #6

Request merge of root branch into the master with the below features.

  1. Enable calling fileconv executable in the regression tests of inciter/cfl.
  2. Test the capabilities of RootMeshWriter class.

@junghans: I will do the merge in concert with the TPL and code repos, when I have successfully installed ROOT on the TeamCity build agents. (I will simply enable ROOT on those agents for all builds.)
