Solar pv roof & industry efficiency changes #1397

This migration:

Renames sliders for solar-pv on roofs (buildings & households)
Renames industry efficiency sliders
Changes the unit form % of potential roof area to MW for solar on roofs
Changes the industry efficieny sliders from % per year to % total

Closes #1388
