Add max limits to import and export inputs for hydrogen migration #1425

This PR updates the hydrogen migration to account for the maximum value of import and export inputs. In short:

Determine value of backup import or export
If input for baseload import or export is set, add the respective backups values to the existing baseload values
Apply max input filter to resulting total baseload import and export values

@noracato I am not sure if I got the Ruby syntax completely right. Could you check if my changes are in line with my short description above?
