Purpose:

Ensure that scenarios are validated on creation as well as when they are updated
Separate the functions in the bloated scenario_updater.rb file
Improve comments and code clarity

What changed:

Split the methods from scenario updater into multiple classes:
- Input processor
- metadata handler
- validator
Added the updater method to the scenario controller on create to ensure scenarios are validated upon creation.
