City in header should be different and dependent on #electric_cars #89

When number_of_electric cars > 2_000_000 you have to see the 'biggest' city, but when less, you'll have to see the city with the smog.

I already changed the query and the hurdle rate, but didn't work. @antw: could you check it out?
