This PR adds a migration for RES11 Holland Rijnland to increase the rooftop surface area available for solar pv:
residences_roof_surface_available_for_pv based on 2500 MW capacity;
buildings_roof_surface_available_for_pv based on 1100 MW capacity.
The rooftop surface areas available are calculated manually using the ETM land_use_per_unit and electricity_output_capacity attributes of e.g. households_solar_pv_solar_radiation.
