Update province and RES datasets from municipal datasets

The municipal datasets have all been updated to 2019. The province and RES region datasets should be updated based on aggregation of the updated municipal datasets.

[EDITTED] I've encountered a couple of issues during solving this issues:

• The Eemsdelta dataset had incorrect share values for useful demand per housing and period. I've created a separate issue for this, needs to be solved before province and RES dataset can be properly updated: https://github.com/quintel/etlocal/issues/533. Need to discuss this with @Charlottevm
• The combination method weighted_average doesn't work as desired when calculating with shares (example: all keys of parent group share_useful_demand_houses, since the resulting shares add up to >1.0. I think we should rethink how we can correctly calculate the combined shares here. Need to discuss this with @mabijkerk
• Excel rounding issue where summed value of group shares are for instance 1.0000000001 (this is for instance the case for parent group transport_road_electricity_distribution). This is a familiar issue, however I don't know yet how to solve this properly. Need to discuss this with either @Charlottevm or @mabijkerk
