This PR adds the EUrostat space heating data update to etlocal. This builts upon the work done on branch european-datasets. It is advised that the work on that branch is merged before this branch.

Goes together with: ETSource PR ETdataset

TO-DO:

[ ] For the link to work in the commit message to work correctly we need to publish the work on etdataset to etdataset-public.
