Primary demand of households and buildings should not be calculated on a yearly basis #2841

I just found this issue; when the yearly total solar production of households is the same as the yearly total electricity consumption then the primary CO2-emissions for electricity in households are zero! Even though the households consume 'fossil electricity' throughout the year, this is not included in the yearly demand.

For example in Hengstdal (which only has households) the CO2 reduction can be 100% (even though there are still fossil plants running throughout the year): screen shot 2018-06-29 at 17 34 37

The same issue goes for buildings!

@marliekeverweij I assume you want to keep this issue op as you re-opened it 9days ago. If you want to keep a 'stale' issue open, you have to remove the 'stale' label.
