Update ETM introduction to include "Costs & efficiencies" #3813

In the recent Deploy, the "Costs" section has been renamed to "Costs & efficiencies". These changes should be reflected in the intro text on the "How does the Energy Transition Model work?" page, and in the workflow image (see screenshots below). It is worthwhile to check if any other locales need updating too.

For now this issue has been placed on hold. The intro text has been updated to include Efficiencies, but updating the workflow image requires a bit more work. We have decided to put this work on hold as we think that an update of the workflow itself may be more useful for the long term.
