EV behaviour with 'capacity-respecting buffering' very strange #1441

In this LES, the strategy "Only buffer EVs if network has spare capacity" gives rise to very strange behaviour: etmoses

Not only are the peaks much higher everywhere (although properly shifted to wait until EVs go to mandatory charging), it seems that their total surface area (the total consumed electricity) is much higher!
