Heat assets distance 1.0 km assigned to scenario without heat network #1559

Problem

This issue follows #1558. @antw commented:

The costs were associated with the heat assets, but they were assigned to a stakeholder with no name. Let us know if you see this happen again and we'll look into it further.

This interesting thing is that the scenario the LES was exported from doesn't have a heat network. So no costs at all should be assigned to heat source nor to heat assets.

The heat source lists gives units 0 for all plant types, but also gives 1 km distance. I think that is a standard setting.

Possible solution

Set both units and distance in heat source to 0 for scenarios without a heat network.

I had the same problem. The cetrnal heatnetwork got 1 unit (although capacity o) and pipes were still there with 1 km for each. When there is no heat network in ETM, al these units and km should be zero.
