The useful demand in the ETM-scenario is inconsistent with export to ETM-SA.

Empty scenario Reitdiep (issue occurs)

For an empty scenario for the region "Reitdiep" ETM gives:

UD for space heating: 30.06 TJ (over 918 households --> ~8500 kWh/hh)
UD for hot water: 5.4 TJ (~1500 kWh/hh)

The export to ETM-SA gives:

Demand for space heating 484 kWh
Demand for water heating 194 kWh

This is the case both on Beta and on Live:

Set scenario Reitdiep (export much closer)

I also made an export for an ETM-scenario for this region with some specific settings. For this scenario the export gives more realistic values:

UD for space heating: 25 TJ (over 1210 households --> ~5782 kWh/hh)
UD for hot water: 7.1 TJ (~1629 kWh/hh)

Export of ETM-SA:

Demand for space heating 5454 kWh
Demand for hot water 1313 kWh
