Review costs slider of CO2 #2951

Potential issues:

The input om_costs_co2_ccs does not include all the nodes in the energy sector that use CCS
Not all the nodes in the energy sector that use CCS have variable_operation_and_maintenance_costs_for_ccs_per_full_load_hour specified
The costs for DAC are specified in the molecule graph, not in the energy graph

Both the investment and the O&M costs sliders for CCS should therefore be critically reviewed.
