Create User Sortable prioritisation of Fever producers for each group #2960

Consists of two parts:

[ ] Making a user sortable prioritisation that is picked up by the engine
[ ] Filling the list with sensible content

Question: do we want it to be user sortable for each group? Or just for households? @mabijkerk
