Include hydrogen_carriers as a whole in the costs download?

In the ETM costs download csv file, carriers are generally included as a separate row. For this to take place, there needs to be a query ending in _annualised_costs (e.g. costs_carriers_hydrogen_annualised_costs).

All hydrogen carriers are now included separately, but there is also a query for the group as a whole called costs_carriers_hydrogen_carriers.

Should all hydrogen carriers be bundled in a single row in the costs export? That would be consistent with e.g. costs_carriers_coal_and_products.

If so, we need to

• add a new query called costs_carriers_hydrogen_carriers_annualised_costs that simply refers to costs_carriers_hydrogen_carriers.
• remove the _annualised_costs queries for the separate hydrogen carriers.
