Missing efficiency inputs concerning CCS powerplants #3040

At the moment, there is no place in the frontend where the efficiency of CCS powerplants can be altered.

There are multiple ways that we can support this feature in the model.

Option 1: We could add the sliders in the section: Costs & Efficiencies >> CCUS here:

Option 2: Implicitly model the cost penalty in the efficiency sliders of the normal powerplants. This way the efficiency of the normal & CCUS powerplants would always have the correct proportion.

I think I like option 2 better. What do you think @mabijkerk ?
