During the FIT project we discovered that the costs figures behind the electricity network calculation are out-of-date. Specifically, the operation and maintenance costs for the HV, offshore and interconnection networks are disproportionately high compared to their CAPEX. See a screenshot from an edited costs download of the II3050 2050 DEC scenario below.
The culprit here is the fixed_operation_and_maintenance_costs attribute, which is about 20x higher for e.g. the HV network compared to e.g. the lv network.
HV value of approximately €59,909 / MW output:
LV value of €3,125 / MW output:
Both costs figures were last updated 11 years ago. There is no source analysis available that backs up these figures.
Solution
Thefixed_operation_and_maintenance_costs attributes for HV, offshore and interconnection networks require updating with a contemporary source, preferably supplied by one of the TSOs.
