Excess electricity node weighted_carrier_cost_per_mj method #3071

Production technologies that receive electricity from the excess electricity node currently don't show to have 'fuel costs'. This is because the cost method total_costs_per consider the weighted_carrier_cost_per_mj, which is 0 for electricity orginating from the excess electricity node since it cannot trace back where electricity originated from.

Queries where levelised production costs are calculated for nodes that receive electricity from the excess node should be updated with a dedicated cost method that correctly calculates the electricity costs. An example is the costs of hydrogen production per hour chart. Moreover, it should be clearly documented within the query.
