See issue #25: this parameter is needed to calculate operational_expenses (i.e. OPEX). I have already added definition of OPEX in readme, but not updated all the lists of inputs etc. Unit EUR/plant/year

I added the fixed_operation_and_maintenance_costs_per_year (EUR/plant/year) to the input paragraph and shortly explained that it is used for generating the output operational_expenses.
