Switch gif to tenor #34

This is a stable API that was just acquired by Google. I've found the results to be much better.

Features

Switched from Giphy to Tenor
Switched to an --explicit flag.
Updated unit tests.

@nehayward let's remove the TODO for !mo, as it's a dup of https://github.com/quintilesims/slackbot/issues/29 and also I expect it to be a large work item that is out of scope for this

@nehayward I assume the go-cache TODO is to counter some low api rate limit, but I can't find the api limits in their docs anywhere. Do you know what the limits are/where to find them?

@zpatrick I more wanted to discuss if it was necessary or not. I think the limit is pretty high
