Add meaningful prometheus metrics for our grafana charts #236

Feature description:

Add metrics to record the following:

Queued Reports (Over time)
Queued Report Slices (Over time)
Time taken to process the report
Report Size (number of hosts)
- Reports Uploaded from Sat/QPC (Avg # per day)
Time of Day reps are uploaded (bucketed by the hour)
Hosts uploaded per Hour
Hosts uploaded per Day
Hosts that fail validation (per source/version/account)
add account info to all of the above

Is your feature request related to a problem?

In order to become production ready - we want to have good grafana charts in place to help us troubleshoot when things go wrong.

Describe the solution you'd like

We should add the necessary prometheus metrics in order to see the above metrics

Acceptance Criteria:

[ ] Verify that the above metrics are captured using prometheus
[ ] Verify that grafana charts display the data in a usable way
