Create an Alert when Kafka goes down

Feature description:

Create an alert when Kafka errors occur

Is your feature request related to a problem?

If Kafka goes down or errors occur- we would like to alert a private slack channel so that we are aware of the problem and can respond appropriately

Describe the solution you'd like

When a kafka error is detected, we would like an alert to be sent to a slack channel.

• [ ] Verify that an alert exists for if yupana experiences kafka errors and this alert slacks a channel so that we are aware of the issue
