Setting the generation chance of any biome in BetterNether BCLIB file to 0 will completely disable the spawning of structures in the nether. Tested multiple worlds with this. Can be fixed by making the generation chance anything but 0. Tests were conducted using a modpack with only BCLIB and BetterNether.
