In TEA phase 2 (the one with the nisis), the ranged players are expect to soak the water stacks. But if they do so while under the "Water Resistance Down II" debuff from having previously been the target of a water stack, they die and the party wipes.
Consequently, when a "Compressed Water" stack is about to go off, the players with the "Water Resistance Down II" debuff should receive a "Do not stack with water!" callout.
