Quiver GitHub Pages site #7

Making a GitHub Pages project page/site would definitely improve the image of this project. Once we resolve the re-naming issue (see #5), we can start to steadily chip away.

What I see as minimum-viable to launch:

Further down the line we can also add in docs for using the toolkit. For launch, though, I'm not sure we need anything past a barebones getting started.

See quiverproject/quiverproject.github.io for the currently default GH Pages organization site.

For a 1.0 release, this page should feature dead simple getting started instructions. A one-liner would be preferable.
