Clean up old unused projects and code #42

lots of old and unused currently sitting in the repository

everything that should be removed:

[x] src\app\legion
[ ] src\shell
[ ] dx8sdk
[ ] filesystem_steam
[ ] SDK Launcher (can just rewrite this easily)
[ ] env_global_light
[x] ep2_deathmap
[ ] glview
[ ] engine GameUI
[x] src\utils\valvelib
[x] src\utils\build_res_list
[x] src\utils\voice_tweak
[x] bug reporter (it does look useful tbh)
[ ] shaderapidx10
[x] gamestats_reader (hard-coded for dod)
[x] many useless utils

everything that should be cleaned up:

[x] hammer and hammer_launcher should be moved to the utils folder
[x] src\devtools
[ ] rename filesystem_stdio to filesystem
[x] src\utils
