Need Radio API endpoint #681

I want to create a radio application for quran. The same thing in https://quran.com/radio

So the user just picks the reciter and the app starts the radio of this reciter (does not matter where is the current Surah/Ayah), just as if it is a radio

The code in the frontend just picks a random surah and a random timestamp if no previous surah was being played. If a surah was being played, it picks a random surah but starts from the beginning.
