Move Travis builds to CircleCI #40

This is a PITA, Travis nags that travis-ci.org will soon be going down, while also telling me that I can't migrate because I am not in the beta(!) and I can't go beta because of a negative credit balance.

This was - repeatedly - so annoying I decided to give up on Travis and move to

CircleCI for smaller builds like this one
some other private CI for larger builds
