update tool json resource path_in_archive #107

version of #105 before #86, needed to make OCR-D work again (see #106) :crossed_fingers:

(not meant to be merged, only to create a ref on the upstream so ocrd_all can use it for the eynollah submodule; the issue is timing here – we cannot wait for #106 to be fixed, but need #105 since the model archive is now also broken)

Damn, does not work. The new model archive also has completely different path names (not just at top level). I'll change the URL to the older qurator-data.de version.

Scratch that. Obviously, if we don't use the release archive model URL at all, no variant of #105 is needed, we can just use the version after #100, and so this PR is not even needed at all.
