An update:

ACT Fibernet responded to the news of the raw.githubusercontent.com host being blocked on their network. Separately, the January 7, 2023 update to the list of blocked hostnames provided by this project include the githubusercontent.com. apex domain.

I will be closing this issue for now as I don't expect any further developments or public updates to this - given the opaque nature of web blocking and censorship in India.

The GitHub content domain was unblocked on January 10, 2023.
