Use BaseProgressBar for callback #3

BaseProgressBar offers similar/additional functionality (e.g. timing) as the Callback calss within the analytical_control module.

Hi @rochisha0, I appreciate your offer to help and will get back to you after the workshop. We are currently revisiting the entire qutip-qoc code base before the first release.
