installing app fails #636

What steps will reproduce the problem?
1.Trying to install app from playstore

What is the expected output? What do you see instead?
The app is installed with shortcuts on the home screen and in the app drawer.
Play store keeps saying the app is being installed until its process is killed. 
Afterwards the app is installed but no shortcuts are created.

What version of the product are you using? On what operating system?
Android 4.4.2 on nexus 5.

Please provide any additional information below.

same happens with 4.4.2 on Nexus 4
