[bug] ascii auto switcher can't disable

after restart vimr, it's always enabled, even the ascii compatible input method is not activate.

by the way, when it activate, it sametimes bugly auto switch to ascii input when i'm in insert mode, this is why I need to disable it. but I can't reproduce it with a clean vim config
