Update versions #183

Updates versions of all relevant parts.

Raise minimum Go version to 1.14, and test against 1.14 and 1.15
Update Go version in Docker image from 1.13 to 1.15
Update Docker Alpine base images from 3.11 to 3.13
Also build on Windows, and fix tests
