There seems to be a pattern in country names: in some genitive construction,
the genitive -s is optional:

Oman,
Sudan,
(all occur in the form "des XXX" in http://www.dwds.de ; the list might be
incomplete, and Sudan isn't in the morphisto lexicon)
I would argue that "Türkei" and the like should also return an analysis as
genitive. Opinions? Also, I'm not sure about the cleanest way to implement
this. One might need a new inflection class.
