missing classes/attributes for SIRE compatibility #247

classes:

installation subclass for turbines
operating station (centrale d'exploitation)
special connections (demanding subscribers)
qualite_eau
installation_extinction

attributes:

station_traitement :: Electricite_pour_fonctionnement
hydrantes :: type d'eau, Press_Dyn_PDDE, #Soutirage_PDDE, Sortie_Storz
distributeur: manque la géométrie (créer avec un st_union?)

conversions:

zones de pressions

this is a requirement for SIRE and would be useful for the SIGE @jonasgraf please confirm interest or not.
